啤钱轻
啤府
pi-qian-qing
pi-fu
This doesn't make any sense to me, but the handwriting is very good:
beer-money-light (vs. heavy)
beer-government office

You are quite cute. You are giving us a puzzle for fun.
For my understanding,
1) This is a note written by a mainland Chinese,
reason: the character is in simplified Chinese.
2) The writer is limited educated and most probably around 40-50 years old.
reason: he is trying to use Chinese to record English pronuciation, he can not use any Pin Yin (Chinese pronunciation tool in Latin alphabet which is quite popular and formal for basic education recently) to record pronunciation and his handwriting represents his style in that time (educated during Cultural Revolution)
3) The writing is in no Chinese meaning, but if we translate it back into English by pronunciation, it is:
big shanty (first line)
pitty (second line)
I think this may be a vivid description of his accomodation situation when he learned the pronunciation of English from his foreign visiters. Or maybe a foreigner asked a Chinese to write down these wording in Chinse and his Chinese friend wrote it down in Chinese but only in pronunciation to confuse the foreigner for fun. Or most probably your friend is not happy with his apartment in China and let you make the game against us Chinse on the net. Who knows?

WOW...
Thank you for all being so helpful!
Here is the situation with the note...
My wife and I ordered a book from Amazon.Com...It was brand new and when it arrived there was this note in it written in Chinese...i've been to China several times, but don't know how to read Chinese...
My wife has a classic imagination - she dreamed up that someone was being held captive in an Amazon.Com factory and was writing "clues" to help lead police to find them...
I don't think this is the case (or maybe...hmmmm, "not happy with his apartment in China").
thank you all so much for help with this...she will be happy someone replied, but sad it didn't offer more clues...
