I was wondering, who is developing this the Jyutping IME? Is it from somebody from this site?

The jyutping IME from this site was developed using data from this site. It can be used to input characters from the Unicode CJK Extension B plane.
For normal jyutping IMEs you can have a look at e.g. http://input.foruto.com
