Taishan/Sei Yip accent

Is Sei Yip typically spoken with a slight drawl with an occasional sound that sounds like a person bringing up phlegm?

I don't think so. I speak taishanhua and I don't think I phlegm, the language at least to me seems to "flow" as you speak, and I don't speak with a drawl. Maybe you were listening to someone who is old and thats why you think that theres that type of accent.
