How are files kept?

Something I've been wondering about for a long time, and thought this might be a place I could find an answer...in languages that don't use an alphabet, how does one organize files (since you can't put them in alphabetical order)?

Languages such as Chinese use character sets. These sets are standardised and ordered.

or
By the number of the first character's strokes

As many ways as how you can look up a Chinese character in a dictionary.
