are you sure it's putonghua? 'cos "fong" doesn't seem to be putonghua. maybe it's a typo of "fang" or "feng". if it's a typo, it's probably a person's name.
if it's not putonghua but it's cantonese, i have no idea either. it may also be a person's name.
