Translation of three titles

Would someone help me with the Chinese translation for these institutional titles:

1) "Cultural Organizations"
2) "Rights-State"
3) "Economic Associations"

The English word "rights-state" is a special word based on the German word "Rechtsstaat". In Chinese it should probably be a two-character compound composed of the Chinese word for "rights" (as in human rights) plus the Chinese word for "State" (in the widest political sense, such as in the "State-owned enterprises" or "the power of the State", not in the narrow sense of a "U.S. state").

P.S. In such institutional titles, does Chinese distinguish between singular and plural? I mean, would Chinese translate "Economic Association" differently from "Economic Associations"?
