Is there something wrong with this coding?

The page www.liuhopafa.com/forms.htm has coding for Chinese characters, but I can't see them. Is the page faulty or does it use some not so common coding?

It must be the page. I went to the site and tried GB-encoding and Big-5 encoding and couldn't see any Chinese characters.
