What is "low-low sek-sek" in Cantonese?

IS it sort of gossip or secert?

It mean's 'to be frank (with you)', that is, if someone want to tell you the truth about something, they would say

lo-lo sat-sat t'ung nei gong...

Does it means "ok?" or "係哩"?
Is it a polite way of anwsering?

It means 'Yes right!' in a sense, in that hai means yes, and the le bit is a particle of agreement, if you want to look at it like that way.

When someone is talking a lot of stuff and you're in agreement, you sometimes say 'that's right!' etc, and the phrase hai-le, is one of those murmurings of agreement also.
